What we're measuring first.
A price we can defend has to come from somewhere. These are the inputs we're metering before anything gets a figure next to it.

- Every attempt, including the ones the fix loop spends re-trying.
- Container time
- Building the package and running it under the verification harness.
- Attempts before stop
- A run that stops early costs less than one that keeps guessing.
- Physical scoring
- Optional, advisory, and metered separately from verification.
