What we're measuring first.

A price we can defend has to come from somewhere. These are the inputs we're metering before anything gets a figure next to it.

Model tokens
Every attempt, including the ones the fix loop spends re-trying.
Container time
Building the package and running it under the verification harness.
Attempts before stop
A run that stops early costs less than one that keeps guessing.
Physical scoring
Optional, advisory, and metered separately from verification.
